Oil and Politics is the first book by a former Soviet oil executive intimately familiar with the industry and all the politics surrounding it. Gouliev is in a unique position to enlighten the reader about the difficulties related to recent changes in the division of control of the Caspian Sea - where formerly two states, the Soviet Union and Iran, shared control, at the present five states must share, including Azerbaijan, Kazakhstan, and Turkmenistan. The presented analysis sheds new light of Russian policy toward Chechnya.

New evolving relations in the Caspian basin will have paramount importance for bilateral relations of these states with Russia, Europe, the Middle East and the United Sates. The establishment of a New Economic Order, and the consolidation of true democratic polities are, in Gouliev's opinion, required pre-conditions for assuring the peaceful development of this region, a vital international hub of our civilization.
