Zimbabwe - Zimbabwe - Administration and social conditions: Zimbabwe’s first constitution, which was written in London during September–December 1979 and which took effect at independence on April 18, 1980, secured majority rule for Zimbabweans. Under the constitution, white voters, registered on a separate roll, elected 20 of the 100 members of the House of Assembly. Life expectancy in Zimbabwe had plummeted during the last decade of the 20th century, from 62 years in 1990 to about 38 years in 2000; in 2010 it rebounded to about 48 years, and it continued to show further improvement in the following years.
