Webster's tenure is the primary focus of the book. Webster was an odd fit and not in any way an expert of foreign affairs, but he made a strong effort to reshape the CIA and avoid controversy. But he wasn't always successful. If nothing else, this book is a great chronicle of how the CIA transitioned from spying on the Soviets to focusing on terrorists (beginning with bombings in Beirut to Pan Am 103).
